Okay so if you've decided to play Joule, I am sorry for you. That being said, THIS BUILD IS PROBABLY PRETTY DIFFICULT. I will create a guide for less experienced Joule players and link it here, go check that one out.

Skill Order

Get all 3 abilities by level 3, get shift to level 3, and then max out RMB. Shift max just isn't doing very much damage right now, and the additional damage on RMB makes it very good for finishing kills.

Items

I have tried a few different item setups but none felt great until this one, Sunweaver+Sword of Seven Suns. Thunderbolt's cooldown is too high for the damage it deals, but it works okay. Make sure you are using LMB in between abilities to maximize your Sunweaver effect. Sword of Seven Suns is a little challenging to play around but you can mitigate this some with perks.

Other good items include Songbow and Timestaff. I have tried both of these items and neither felt like they provided the damage needed to finish kills, but if you are learning the character it will be helpful to have cooldown reduction.

Feytech gloves give you +damage you desperately need, and Longclaw lets you trade with other ranged that have taken Longclaw. You could also use Rabbit Paw, Gloves of Haste/Speed, or Frozen Palm, but i don't think those are as good as damage and range.

Play Pattern

In open beta, Joule was an assassin. This build attempts to reach that same niche, but it doesn't quite get there. You no longer have the damage threat to completely 100 to 0 someone, and your opponents know it. You will be pressured and dove more than ever. You can still do the dash/rmb/dash combo, but it is MUCH more punishing to miss; you will die almost every time. Third parties are very common and overextending for kills will get you killed. Take what you can get and get out.

You can ult aggressively, but it will not give you the same results as in Open Beta. You will be able to do a lot, but it will take a lot more effort and require your teammates to help you. I suggest considering your ult a defensive CD unless you have no other options.
